Действие пьесы происходит в девятисотые годы в России, переживающей жестокий экономический кризис. По стране в поисках заработка бродят толпы разорившихся крестьян и рабочих, которые, в конце концов, опускаются на «дно». Безвыходным положением этих выброшенных из жизни людей пользуются владельцы зловонных подвалов, которые они превращают в мрачные ночлежки. В одной из таких ночлежек, которую содержит Михаил Иванович Костылев, готовый даже из своих несчастных и обездоленных постояльцев выжать последнюю копейку, и происходят все дальнейшие события. Здесь под мрачными и угрюмыми сводами ночлежного дома нашли себе приют люди самого различного характера и социального положения, выходцы почти изо всех слоев тогдашнего русского общества. Разные пути привели их на «дно», все они достойны лучшей участи, но большинству из них грозит неминуемая нравственная, и даже физическая гибель. Но именно здесь, «на дне» среди жалких искалеченных бродяг, среди мрака и безысходности зарождается спор о человеке и о смысле его жизни. Именно здесь торжественным гимном звучат слова: … Человек – вот правда! Все – в человеке, все для человека! Существует только человек, все же остальное – дело его рук и его мозга! Человек! Это великолепно! Это звучит – гордо!" ! Че-ло-век! Надо уважать человека! Не жалеть... не унижать его жалостью... уважать надо!
