銀行の支配人ヨーゼフ・Kは、30歳の誕生日の朝見知らぬ2人組の訪問を受ける。
2人はKに、彼が逮捕されていることを告げ、自分たちは監視人であると語る。Kはいったいどんな罪で逮捕されたのかと聴くが、監視人は関知しないという。
Kは自分がいかなる罪も犯していないと主張するが･･･。
