it's because when you save a livery/screen shot it is saved on your gallery. To use the voice chat on multiplayer, it need to access to your microphone.
2] How I can play multiplayer?
just connect your device to internet, than go to "race" and choose "City".
3] How I can enable drive helps?
go to settings panel. in "helper" you can choose the amount of helps.
