‘CG Edutrack’ is a system which enables the monitoring of the implementation of the Right to Education Act in real time, using the power of digital technology. It enables public participation and brings together a number of people such as teachers, parents, community representatives, civil society organizations as well as education administrators to improve the functioning of Government schools in the state of Chhattisgarh.
CG Edutrack was inaugurated by the Honourable Chief Minister of Chhattisgarh, Dr. Raman Singh on 20th November 2015 during the concluding event of the UN Child Rights Convention Week at Raipur. The program has been designed and technically supported by UNICEF.
In essence, CG Edutrack is a software application that enables real time monitoring of the implementation of the Right to Education Act. The central premise behind Edutrack is that continuous and collaborative efforts at various levels by everyone concerned, are needed to improve school quality. This needs reliable data that reflects the current situation on the ground. Digital technology enables access to real time data. This is the first step in facilitating targeted action on a number of educational parameters.
The Edu-track application can be enabled on android based mobile phones. Given the rapidly increasing user base for these ‘smart’ phones, the Government of Chhattisgarh has decided to use their immense potential to strengthen the monitoring and implementation of its programs for public good, such as education.
The multiple users of the application can take part in Edu-track by first installing CG Edutrack on their android enabled phones. This is followed by approval of registration. The user can then start reporting school information as per the various indicators tracked by the application. These could include student attendance, status of the midday meal, children’s learning levels and other indicators chosen by the education department from time to time.
The Edu-track application is flexible as it allows each district to set its own benchmarks against which school data can be reported. Further, what is unique about the application is that it is ‘latitude and longitude enabled’. If the user is not reporting data from the school, the application immediately highlights this. Further, it does not matter if the school is located in an area not covered by mobile connectivity. As soon as the user moves into a zone of connectivity, the data entered gets automatically gets uploaded to the server. Thus, the Edu-track application builds in a ‘Real time’ aspect and an accountability aspect as far as reporting is concerned. This further helps in verifying existing education databases of the government.
The ‘front end’ of the Edutrack application has a user friendly website/dashboard that can be easily accessed through the same mobile phone that is used to make the data entry. Through this dashboard, information can be seen at the school, cluster, block, district, and state levels. Thus, the application enables targeted analysis and responses by the administrators of education department. For instance, we will know which schools are under performing with respect to attendance and other parameters such as basic facilities, teacher vacancies, children’s academic performance, and so on.
CG Edutrack is designed to strengthen the governance of education in Chhattisgarh State. It is hoped that this real time monitoring system will bring in tangible changes and ‘make another education happen’. You are welcome to participate in this important task.
