Al final de los años treinta el relojero Levin llega a instalar su taller en un primer piso en el centro de la ciudad. Allí conoce a la señora Blanca, que vive muy silenciosa en el tercero, y juntos asisten al continuo cambio del barrio y de los vecinos. En los años ochenta llega un nuevo inquilino, un pequeño niño que alterará la vida en el edificio. La música y el movimiento de las viñetas acompañan al lector en una travesía por el centro de la ciudad de Bogotá; historia que podría transcurrir en cualquiera de las capitales latinoamericanas.At the end of the thirties Levin watchmaker comes to install his studio on the first floor in the center of the city.
