To ameliorate the economic lot of the people living below the poverty line, Haryana Govt. committed to the service of the Backward Classes, incorporated Haryana Backward Classes & Economically Weaker Sections Kalyan Nigam Pvt. Ltd. in December 1980 under the Companies Act 1956, with the authorised Share Capital of Rs. 2.00 Crores, which was subsequently enhanced to Rs. 60.00 Crores. The paid up share capital as on 30.06.2017 is Rs. 41.00 Crores.

With the setting up of National Backward Classes Finance & Development Corporation in 1992, National Minorities Development & Finance Corporation in 1995 and National Handicapped Finance & Development Corporation in 1997, by the Government of India, the Govt. of Haryana has declared the Nigam as a State Channelising Agency of these Corporations to raise loans and provides loan on easy terms to the members of the target group.
