Se cuenta que en 1216, Francisco solicitó del Papa Honorio III la indulgencia de la Porciúncula o "perdón de Asís". El año siguiente, conoció en Roma a Santo Domingo, quien había predicado la fe y la penitencia en el sur de Francia en la época en que Francisco era "un gentilhombre de Asís". San Francisco tenía también la intención de ir a predicar en Francia. Pero, como el cardenal Ugolino (quien fue más tarde Papa con el nombre de Gregorio IX) le disuadiese de ello, envió en su lugar a los hermanos Pacífico y Agnelo. Este último había de introducir más tarde la Orden de los frailes menores en Inglaterra. El sabio y bondadoso cardenal Ugolino ejerció una gran influencia en el desarrollo de la Orden. Los compañeros de San Francisco eran ya tan numerosos, que se imponía forzosamente cierta forma de organización sistemática y de disciplina común. Así pues, se procedió a dividir a la Orden en provincias, al frente de cada una de las cuales se puso a un ministro, "encargado del bien espiritual de los hermanos; si alguno de ellos llegaba a perderse por el mal ejemplo del ministro, éste tendría que responder de él ante Jesucristo". Los frailes habían cruzado ya los Alpes y tenían misiones en España, Alemania y Hungría.

El primer capítulo general se reunió, en la Porciúncula, en Pentecostés del año de 1217. En 1219, tuvo lugar el capítulo "de las esteras", así llamado por las cabañas que debieron construirse precipitadamente con esteras para albergar a los delegados. Se cuenta que se reunieron entonces cinco mil frailes. Nada tiene de extraño que en una comunidad tan numerosa, el espíritu del fundador se hubiese diluido un tanto. Los delegados encontraban que San Francisco se entregaba excesivamente a la aventura y exigían un espíritu más práctico. Es que así les parecía lo que en realidad era una gran confianza en Dios.


El santo se indignó profundamente y replicó: "Hermanos míos, el Señor me llamó por el camino de la sencillez y la humildad y por ese camino persiste en conducirme, no sólo a mí sino a todos los que estén dispuestos a seguirme... El Señor me dijo que deberíamos ser pobres y locos en este mundo y que ése y no otro sería el camino por el que nos llevaría. Quiera Dios confundir vuestra sabiduría y vuestra ciencia y haceros volver a vuestra primitiva vocación, aunque sea contra vuestra voluntad y aunque la encontréis tan defectuosa".
Francisco les insistía en que amaran muchísimo a Jesucristo y a la Santa Iglesia Católica, y que vivieran con el mayor desprendimiento posible hacia los bienes materiales, y no se cansaba de recomendarles que cumplieran lo más exactamente posible todo lo que manda el Santo Evangelio.Grow order

In 1219, took place the chapter "mats", so named for the huts that had hastily constructed with mats to accommodate the delegates. It is said that five thousand friars were gathered together. No wonder that in such a large community, the spirit of the founder had been diluted somewhat. Delegates found that San Francisco excessively indulged in adventure and demanded a more practical spirit. It is that so they thought what was really a great trust in God.


The saint is deeply indignant and replied: "My brethren, the Lord called me on the path of simplicity and humility and persists in that way lead me, not only to me but to all who are willing to follow ... the Lord told me that we should be poor and crazy in this world and that and no other would be the path that would lead us. May God confuse your wisdom and science and bring you back to your original vocation, even against your will and even the so flawed find them. "
Francisco them insisted that much loved Jesus Christ and the Holy Catholic Church, and they lived with the greatest possible detachment to material goods, and never tired of recommending that meet as closely as possible everything that sends the Holy Gospel.
