โปรแกรมสำหรับการใช้งานเนื้อหาอิเล็กทรอนิกส์ (OBEC Mobile Learning) ทางสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานได้ออกแบบและพัฒนาโปรแกรมเพื่อใช้เป็นแหล่งรวมเนื้อหาอิเล็กทรอนิกส์ต่างๆไว้ด้วยกัน โดยแบ่งเนื่อหาออกเป็น 3 ประเภท คือ สื่อประเภทหนังสืออิเล็กทรอกนิกส์ (E-Book) สื่อประเภทโปรแกรมประยุกต์ (Application) และสื่อประเภทอื่นๆ (Video, Audio, Image) ซึ่งโปรแกรมดังกล่าวจะรองรับการให้บริการบนอุปกรณ์คอมพิวเตอร์พกพาทั้ง 3 ระบบปฏิบัติการ (Windows 8 RT, iOS, Android)
ทั้งนี้ สื่อประเภทที่สามารถใช้ร่วมกันได้ทั้ง 3 ระบบปฏิบัติการคือ สื่อประเภทหนังสืออิเล็กทรอนิกส์ และสื่อประเภทอื่นๆ ขณะที่สื่อประเภทโปรแกรมประยุกต์จะแยกให้บริการตามแต่ละระบบปฏิบัติการ
