Text-to-Speech
Most Android devices contain a TTS engine supplied by the handset manufacturer.
If your Android device does not have a built-in TTS engine, you should download the free TSS engine from Google Play.
You can either update or install the free official Google text-to-speech app engine on your smartphone from here:
https://play.google.com/store/apps/details?id=com.google.android.tts
On your smartphone select your preferred TTS engine using one of these methods:
Home Screen -> Settings -> Language and Input -> Text-to-Speech Output -> Configure Preferred Text-to-Speech Engine (Google Text-to-Speech, Samsung, etc.)
Home Screen -> Settings -> Input and Control -> Language and Input -> Speech Text-to-Speech Options -> Configure Preferred Text-to-Speech Engine
Note: When you open Power Meter, the app listens for Android system information updates that occur every few seconds. Sometimes the update displays instantly, other times the update may occur after 1 to 2 seconds.
Power Meter is a free app with no advertisements and no in-app purchases.

Support issues
Updated February 9, 2018
Problem: After opening Power Meter the device redirects to the Languages screen.
Solution: The device redirects to the Language screen may indicate a user selects Language preference but did not download the text-to-speech files for the preferred language.
Power Meter does not provide language support except for the graphical display that is in English.
Power Meter requires that before you can use the app you must set up and enable a feature called Text-to-speech (TTS).
If your device redirects to the Language screen and you select a language these are additional steps:
On the device Language and Input screen > Speech section > Tap Text-to-speech output.
Example: Use Google Text-to-speech.
Tap the "Gear" icon. Select your preferred Language.
Back on the Settings screen tap "Install voice data".
Download the free Google TTS files for the language you want to speak aloud.
