O Projeto Vigilante é uma ferramenta que promoverá o empoderamento do cidadão em relação aos abusos policiais cotidianamente cometidos. Dada a fragilidade do sistema de denúncia contra os agentes estatais da segurança pública (policias militares, civis e municipais), a alternativa via smartphone torna tal procedimento seguro, prático e eficaz. Ele serve, também, e atuando em conjunto com as polícias, para que policiais possam reportar problemas de falta de materiais no exercício regular de sua atividade, dentre outras possibilidades de proteção e atuação em conjunta com os agentes estatais.

Ele é seguro pois não teremos acesso às informações do denunciante (caso ele não queira). Prático pois é muito mais fácil e intuitivo denunciar pelo smartphone do que pelo telefone, pela internet, pessoalmente ou por carta. Eficaz pois, com a possibilidade de se anexar elementos de informação (que servirão como prova nos processos administrativos disciplinares - e eventualmente, nos processos de alçada criminal), ter-se-á maior noção do que realmente ocorreu.

O Projeto Vigilante é pura política pública de proteção ao cidadão, de empoderamento das relações entre ente estatal e população e ajudará a nortear ações afirmativas no sentido de melhorar a situação da violência policial no Brasil. The Vigilante Project is a tool that will promote citizen empowerment in relation to daily police committed abuses. Given the fragility of the reporting system against state agents of public security (military police, civil and municipal), the alternative pathway smartphone makes this procedure safe, practical and effective. It serves, too, and working together with the police so that police can report problems of lack of materials in regular exercise of their activity, among other possibilities of protection and acting jointly with state officials.

It is safe because we will not have access to the whistleblower's information (if he does not want to). Practical as it is much easier and more intuitive to report by phone than by phone, online, in person or by letter. Effective because, with the possibility of attaching pieces of information (which will be used as evidence in disciplinary administrative proceedings - and eventually, in the criminal appellate proceedings) will have higher-sense of what actually occurred.
