UTC adalah singkatan kepada Urban Transformation Centre atau Pusat Transformasi Bandar. Ia adalah salah satu usaha dan inisiatif Kerajaan bagi menyediakan pelbagai perkhidmatan utama Kerajaan dan sektor swasta kepada komuniti Bandar di dalam satu pusat sehenti atau di dalam satu bangunan.
Ia merupakan sebahagian daripada strategi Lautan Biru yang diperkenalkan bagi meningkatkan kualiti perkhidmatan melalui kerjasama strategik antara agensi Kerajaan dan sektor swasta.
Secara umunya, komuniti Bandar boleh membuat pelbagai urusan dengan jabatan Kerajaan dan swasta dalam satu bangunan dengan menjimatkan masa tanpa perlu pergi ke bangunan-bangunan Kerajaan yang lain.
UTC turut menyediakan pusat pembangunan dan aktiviti belia, ruang perniagaan produk tempatan dan pusat kegiatan NGOs.
UTC – Pengenalan
Pusat Transformasi Bandar (UTC) menyediakan pelbagai perkhidmatan utama Kerajaan dan sektor Swasta yang ditempatkan di dalam satu pusat atau bangunan. UTC juga akan berperanan sebagai pusat setempat bagi aktiviti belia, NGO serta komuniti usahawan. Kementerian Kewangan telah dilantik sebagai peneraju utama UTC di seluruh negara.
UTC dan RTC merupakan pelengkap kepada Program Transformasi Komuniti (CTP) bagi memastikan segala perkhidmatan, inisiatif dan program Kerajaan dapat memberi manfaat secara maksimum kepada Rakyat. UTC akan diperkenalkan di bandar utama di setiap negeri. Bandaraya Kuala Lumpur telah dipilih sebagai projek perintis dan lokasi kedua program UTC dan Kementerian Kewangan mengucapkan jutaan terima kasih kepada YAB Perdana Menteri dan seluruh jentera Pentadbiran Bandaraya Kuala Lumpur di atas kerjasama dan komitmen yang tinggi dalam menjayakan program UTC ini.
Sebanyak 34 kementerian/agensi kerajaan dan swasta serta NGO telah membuka kaunter di UTC Kuala Lumpur berlandaskan 10 kluster berikut:

10. Perkhidmatan KeselamatanUTC stands for the Urban Transformation Centre or Urban Transformation Centre. It is one of the efforts and initiatives of the Government for providing core services to government and private sector communities in the city or in one-stop center in one building.
It is part of the Blue Ocean strategy, which was introduced to improve the quality of services through the strategic cooperation between government agencies and the private sector.
In general, communities, cities can make various transactions with government departments and the private sector in a building with save time without having to go to a government building to another.
UTC also provides development and youth activities center, business space for local products and activities of NGOs.
UTC - Introduction
Urban Transformation Centre (UTC) providing core services to government and private sector will be in the center or building. UTC will also serve as a focal point for youth activities, NGOs and the business community. The Ministry of Finance has been appointed as the leader UTC nationwide.
UTC and RTC is complementary to Community Transformation Program (CTP) to ensure that all services, initiatives and programs for maximum benefit to the people. UTC will be introduced in major cities in each state. Kuala Lumpur was chosen as a pilot project and the location of the UTC program and the Ministry of Finance would like to thank the Prime Minister and the whole machinery of the Kuala Lumpur City Administration for their cooperation and commitment to the success of this program, UTC.
A total of 34 ministries / government agencies and the private sector and NGOs have set up counters at the Kuala Lumpur UTC 10 clusters based on the following:
